On March 18, the Dalian Taiping Bay Cooperative Innovation Zone Wind Power New Materials Manufacturing Project (the “Project”) officially commenced construction. Ying Tao, deputy secretary-general of the Dalian Municipal Government, Xue Yanxiang, director of the Administrative Committee of Taiping Bay Cooperative Innovation Zone, Hu Yong, general manager of Taiping Bay Development and Investment Management Co., Ltd., China Merchants Group, and Chen Qi, chairman of Windey, jointly witnessed the groundbreaking ceremony.
The Project, jointly developed by Windey and Taiping Bay Development and Investment Management Co., Ltd., China Merchants Group, marks another significant initiative by Windey in the Taiping Bay Cooperative Innovation Zone following the operational launch of its main equipment manufacturing base. It holds profound significance for further refining Taiping Bay's wind power industrial ecosystem and advancing the formation of a comprehensive, cluster-oriented development framework encompassing "turbine + blade + tower + cable.” The first phase of the Project is scheduled for completion in June 2026. It will establish four production lines for large-megawatt wind turbine blades, with an annual output of 200 sets of 150-meter-class blades. These will meet the demands of high-wind-speed offshore environments and large-capacity requirements, supporting Taiping Bay Cooperative Innovation Zone's development into a deep-sea wind power home port industrial park. The Project will drive the clustering of Dalian's new energy industry chain and provide core equipment support for China's far offshore wind power development.
Ying Tao emphasized that Taiping Bay Cooperative Innovation Zone should anchor itself in current realities while maintaining a long-term vision, firmly uphold Northeast China's critical mission in safeguarding the nation's "Five Major Security Areas" and fully leverage resources and strengths from both central and local governments to accelerate integrated port-industry-city development. He expressed hope that Windey would capitalize on its role as a "chain leader" in the new energy sector to foster cluster-based and chain-oriented growth of Dalian's new energy industry, expedite the construction of a modern industrial ecosystem, and strengthen Liaoning's position as a far offshore wind power hub.
Hu Yong noted that Taiping Bay Cooperative Innovation Zone represents a major strategic industrial new area jointly developed by China Merchants Group and the Liaoning Provincial and Dalian Municipal Governments. Currently, Taiping Bay Development and Investment Management Co., Ltd. of China Merchants Group is actively implementing the strategy of China Merchants Group's "Third Entrepreneurship" initiative and the directives of Dalian municipal government and Liaoning provincial government, striving to build a comprehensive state-owned enterprise reform demonstration zone and green low-carbon high-quality development pilot area integrating "port, industry, city, finance, and innovation." He called for Windey to collaborate with its upstream and downstream industrial partners to invest in Taiping Bay Cooperative Innovation Zone, accelerate the transformation from "potential accumulation" to "tangible outcomes", and jointly advance industrial revitalization and socio-economic development in Northeast China.
Chen Qi extended gratitude to the Dalian Municipal Party Committee and municipal government, and relevant departments of Taiping Bay Cooperative Innovation Zone for their strong support, and elaborated on Windey's strategic layout in Taiping Bay Cooperative Innovation Zone. He emphasized that the Project constitutes a crucial component of the far offshore wind power industrial park of Taiping Bay Cooperative Innovation Zone, and embodies Windey’s commitment to deepening its full industrial chain presence and implementing the "dual-carbon" strategy. He pledged close collaboration with Dalian municipal government and Taiping Bay Development and Investment Management Co., Ltd. of China Merchants Group, to ensure high-quality project delivery, so as to enhance the penetration of Liaoning's equipment manufacturing industry, help forge Liaoning's "Deep Intelligence" golden name card, and inject a "green fuel" to high-quality real economy development in Northeast China.
Officials from Dalian Municipal Development and Reform Commission, Dalian Bureau of Industry and Information Technology, Dalian Transport Bureau, and Dalian State-owned Assets Supervision and Administration Commission, along with representatives from Taiping Bay Cooperative Innovation Zone Administrative Committee, Taiping Bay Cooperative Innovation Zone of China Merchants Group, and Windey, attended the event.
